PERSONAL PROFILE

His Honor Yamie Quiqui Gbeisay, Sr. was born unto the union of Mr. Henry P. Quiqui and Madam Yah Domah, on May 3, 1959, in Gonpa City, Nimba County, Republic of Liberia.

 

EDUCATIONAL BACKGROUND

His Honor Yamie Quiqui Gbeisay, Sr. obtained his high school education and diploma from the Dolo Memorial High School, Sanniquellie City, Nimba County in 1979, and subsequent to that a “B” certificate in Language Art and Social Studies from the Kakata Rural Teacher’s Training Institute (KRTTI), Kakata City, Margibi County in the year 1983. Thereafter, he enrolled at the University of Liberia (UL), in pursuit of further tertiary education where he graduated in 1988 with a Bachelor of Arts (BA) degree in History of Govt/Public Administration.

Mr. Justice Gbeisay enrolled at the Louis Arthur Grimes School of Law, University of Liberia, where he was trained as a lawyer and obtained a Bachelor of Laws (LLB) degree in 1998 and was subsequently admitted into the Liberia National Bar Association as an Attorney-At-Law in 1998. His Honor was also admitted as Counsellor-At-Law of the Supreme Court Bar in 2002.

PUBLIC & PROFESSIONAL SERVICE

Associate Justice Yamie Quiqui Gbeisay, Sr. began his public and professional service within the Monrovia Consolidated School System (MCSS) where he taught language arts and social studies from 1984 – 1989. He then served as a Research Analyst at the Ministry of Foreign Affairs from 1989 – 1990, then as Director, Claims and Benefits, National Social Security and Welfare Corporation (NASSCORP), 1996 – 1999, Legal Counsel, Ministry of Labor, 2001 – 2003 and then Legal Counsel, National Elections Commission (NEC) from 2003 – 2005.

Mr. Justice Gbeisay then began his private legal practice as Managing Partner at the Tiala Law Associates Inc. from 2005 – 2009 at which time he returned to national service as Legal Consultant, Ministry of Justice [MOJ] under the Senior Executive Service Program of the Government of Liberia from 2009 – 2014. He then returned to his private duties as Managing Partner, Tiala Law Associates Inc. in 2014 from where he was nominated, confirmed and appointed Relieving Judge in 2015, a position he served until his recent appointment as Associate Justice of the Honorable Supreme Court of Liberia, in October 2022.

This Court has been called upon to review and reverse the ruling of former Associate Justice, Philip A.Z. Banks III, then presiding in Chambers in an action of debt by attachment filed by Mohammed Housseini against WACCO by and thru its President Joseph H. Yuones and Joseph H. Younes and all authorized officers of the said corporation. The action was filed on July 13, 2015 before the Debt Court of Montserrado County. The Sheriff’s returns of July 28, 2015, on the writ of summons says that Joseph A. Yuones was not seen to be served and that the sheriff was told that he had travelled out of the country. The same returns was made August 11, 2015 to the effect that Mr. Joseph H. Younes was not seen to be served because he had travelled out of the country. The plaintiff made an application for resummons on July 30, 2015 and on July 31, 2015, the returns of the resummons also show that Mr. Joseph H. Yuones was not seen to be served. Read more →

This appeal emanates from the March 28, 2014, ruling of the Resident Judge of the First Judicial Circuit Court, Criminal Assizes “C”, His Honor A. Blamo Dixon, on a criminal indictment for theft of property against the appellant, Arah Kamara. The records show that during the May Term of the First Judicial Circuit Court, 2010, the Grand Jury of Montserrado County indicted the appellant, defendant in the court below, for the crime of theft of property on complaint brought by and thru Mr. M. W. Goda Baker and Madam Hesta Baker, private prosecutor and prosecutrix, respectively, representing the Intestate Estate of Elizabeth Moore-Johnson. Nathaniel Kevin vs. Her Honor Compfort S. Natt & Lone Star Cell MTN (12/19/2023)

The history of this case requires a careful consideration of the facts and circumstances to make an informed judicial decision. The appellant, Nathaniel Kevin was an employee of the appellee, Lone Star MTN, and he served as Regulatory Relations Senior Manager on a month-to-month basis, commencing from December 2012 with a monthly salary of US$8,390.00(Eight Thousand Three Hundred Ninety United States Dollars). However, on January 16, 2015, the appellee declared his position redundant on account of economic reasons, citing Regulation No.8 of the Labour Practices Law, which gives an employer, as in this case, the power to declare redundant a position but shall pay the employee one month salary for each year of completed service. This case is before us on appeal taken from the Ruling of the Board of Commissioners (BOC) of the National Elections Commission (NEC) wherein the Board of Commissioners confirmed the Ruling of the Hearing Officer of the NEC dismissing the complaint filed before the NEC by the Appellant herein. In his complaint, filed on October 13, 2023 before the Electoral Magistrate for Maryland County, the appellant, a candidate fielded under the ticket of the Coalition for Democratic Change (CDC), raised a single act of irregularity by the NEC staff stationed at the polling centers, that is, that his poll watchers were asked out of six vote counting facilities, thus depriving them of access to the vote counting process at those centers and the right to participate in the process.
