On November 9, 2017, One Media Incorporated (PUNCH FM) the appellee herein, applied to the Liberia Telecommunications Authority for a radio and television frequency. The appellee’s applications were granted and the Liberia Telecommunications Authority issued an annual license for frequency 106.3MHz for the period January 1, 2018 – December 31, 2018. Thereafter the appellee applied to the Ministry of Information, Culture & Tourism, the appellant herein, for a permit to operate its radio and television stations and same was granted and approved by the Minister of Information, Culture & Tourism
