On December 9, 2020, International Anti-Corruption Day, the United States Treasury Department, in a statement captioned: “Treasury Sanctions Corrupt Actors in Africa and Asia”, placed the Global Magnitsky Designations on several individuals in some countries including Liberia.
We are gathered here this morning in fulfillment of the Judiciary law, which sets the second Mondays in October and March of each year as the days the Supreme Court shall open for the conduct of business. I welcome Your Excellency, President George Manneh Weah and other distinguished guests, on behalf of my Colleagues of the Supreme Court Bench and the entire Judiciary, to the opening of the October 2020 Term of this Court.
On July 5, 2018, Attorney Isaac Jackson (petitioner), filed this petition for the writ of prohibition before our Colleague, Her Honor Jamesetta H. Wolokolie then presiding in Chambers, against the Liberia Maritime Authority (LMA) and the Government of the Republic of Liberia, represented by the Minister of Justice/Attorney General (respondents).
On May 25, 2020, the Republic of Liberia, by and through the Ministry of Justice (“informant”) instituted this bill of information against Her Honor Mardea Chenoweth, Resident Circuit Judge, 13th Judicial Circuit Court, Margibi County (“1st respondent”) and Oliver Dillon of the City of Monrovia ( “2nd respondent”) .

These proceedings grow out of a petition for declaratory judgment which was summarily transferred to the Supreme Court en banc to make a determination on the purported constitutional questions raised in the petition for declaratory judgment.
